This is the second "what year" question, in the first three rounds of the General Knowledge. They're both about prisons, and they've both gone to the same person.
We can all guess how it's happened; someone has moved a question and forgotten to move another one in to restore the balance. It's easily done, but that's no excuse. Someone should have spotted it, if only in the vetting.
